Janelle is a regional claims manager at HAI Group. She joined the company in 1998 and has worked closely with public and affordable housing providers to deliver exceptional casualty claims handling. With more than 25 years of claims experience, Janelle holds a master’s in social work (MSW), an Associate in Claims (AIC), and is a Certified Public Housing Manager (C-PHM).

Carrie Blackburn Riley | Blackburn Riley, LLC

Carrie is admitted to practice by the Maryland Court of Appeals, the District of Columbia Court of Appeals, the United States District Court for the District of Maryland, the District of Columbia, and the United States Court of Appeals for the Fourth Circuit. Her practice focuses on liability, premises security, governmental liability, public housing law, fair housing law, and employment practices. She is experienced in a variety of other matters, including the defense of toxic tort claims, police practices, product liability, breach of contract, reasonable accommodation issues, and class actions. Carrie currently serves as general counsel to the Housing Commission of Anne Arundel County, the Housing Authority of Prince George’s County, the Housing Authority of the City of Annapolis, the Housing Authority of Washington County, the Housing Commission of Talbot County, the Wicomico County Housing Authority, the Housing Authority of Crisfield, Glenarden Housing Authority, the Housing Authority for the City of College Park, and Elkton Housing Authority. She also serves on an assignment basis as counsel to the Housing Opportunities Commission of Montgomery County, the Housing Authority of Baltimore City, the Housing Authority of the City of Hagerstown, and the Queen Anne’s County Housing Authority. Carrie is a member of NAHRO, previously serving as chair of its Board of Ethics and Credentialing. She has been a regular speaker at local MARC and MAHRO conferences on issues of interest to housing authorities. She is also a participating member of the Housing Defense Law Institute.
